Pushback seen on HTP, Linden service downgrades

Public Service Electric and Gas has asked the US Federal Energy Regulatory Commission to rethink its decision allowing two merchant transmission facilities to downgrade their service to avoid paying for a transmission project that remedies short circuit and thermal violations on PSEG's system. Meanwhile, transmission owners in PJM Interconnection are seeking a clarification that the service downgrades did not require PJM to immediately reduce the MTFs' regional transmission expansion plan (RTEP) cost responsibilities, as the grid operator subsequently did. Rather, their RTEP charges should have been adjusted over time in a manner consistent with PJM's tariff, the transmission owners argued in a filing with FERC Tuesday.
