Texas regulators mull ‘enormous challenge’ of reforming ERCOT power market

Texas regulators on Aug. 26 discussed a variety of proposed changes for the Electric Reliability Council of Texas, all of which emphasized reliance on market forces, designed to prevent a reoccurrence of the energy emergency that accompanied the deadly mid-February winter storm. In attempting to reset the ERCOT market by the end of 2021 in response to the Texas Legislature’s Senate Bill 3, Peter Lake, Public Utility Commission of Texas chairman, said, “We’re taking on an enormous challenge.” In effect, no change is off the table, as “there is nothing in Senate Bill 3 about protecting incumbent business models,” Lake said during the Aug. 26 work session on ERCOT market design.
