California PUC approves IOU tariff changes for reentry fees paid by CCAs

The California Public Utilities Commission approved Oct. 8 tariff changes to implement reentry fees and financial security requirements for community choice aggregators, following filings by Pacific Gas and Electric Company, Southern California Edison Company and San Diego Gas & Electric Company. Reentry fees include IOU administrative costs and procurement costs resulting from a mass involuntary return of CCA customers to IOU service, and the financial security requirements must cover those potential costs, according to PUC documents. In August 2018, PG&E, SCE and SDG&E filed advice letters with the PUC seeking approval for revisions to the three IOUs tariffs establishing requirements for CCAs. Requirements were established that CCAs would need to pay reentry fees if there is an involuntary return of customers to utility services, said Dorothy Duda, manager of the PUC's Electric Cost, Natural Gas and Market Structure program.
