IMM, utilities row over New Jersey exit from PJM capacity market ramps up

The dispute over whether or not New Jersey should leave the PJM Interconnection capacity market ramped up another notch this week when the grid operator's independent market monitor again disputed findings from PSEG and Exelon on their exit proposals. In response to US Federal Energy Regulatory Commission action (EL-16-49, EL18-178) ordering a stronger minimum offer price rule (MOPR) to mitigate the price suppressive impact that subsidized resources have on PJM capacity market prices, the utilities have proposed, and the New Jersey Board of Public Utilities is investigating, potential paths toward exiting the capacity market.
