SPP looks to nix ‘unnecessary’ financial security posting for certain transmission upgrades

Southwest Power Pool has asked for the Federal Energy RegulatoryCommission’s nod to make tariff changes that would eliminate“unnecessary” financial security expenses tied to the construction ofcertain transmission system upgrades.Though transmission project sponsors and customers are responsiblefor paying for the construction of system upgrades, transmission ownersare on the hook to actually build those upgrades. Thus, SPP requirespayment security to protect transmission owners’ interests.The practice “is desired and helpful in the majority of cases inwhich a transmission owner is directed to construct upgrade facilitiesin order to fulfill a customer’s request for service,” SPP said.Acceptable forms of security include a letter of credit, cash, an SPPapprovedsurety bond or a guaranty compliant with SPP’s tariff.
