PJM Interconnection and Midcontinent Independent System Operatormight need to issue refunds for duplicative congestion chargesimposed before the grid operators fixed their rules for pseudo-tiedgenerators, the Federal Energy Regulatory Commission said Thursday.Pseudo-ties, which allow a generator to be controlled by aneighboring grid operator, have been criticized for being complicatedand costly. But the use of pseudo-ties has grown in recent yearsbecause PJM requires generators outside of PJM’s footprint to bepseudo-tied if they wish to participate in PJM’s capacity market.FERC has tried to resolve some of the pseudo-tie disputes byapproving changes to the joint operating agreement between PJM andMISO. The changes made clear each grid operator’s duties inadministering pseudo-ties.
