New York agencies, utilities urge FERC to rein in buyer-side mitigation, rethink orders

New York state agencies, clean energy advocates and others are askingthe Federal Energy Regulatory Commission to rethink a batch of ordersissued in February that narrow exemptions from New York IndependentSystem Operator’s buyer-side market power mitigation rules.The orders target artificial price suppression that could be broughton by out-of-market subsidies. But NYISO stakeholders have expressedconcern that FERC could upset the state’s plan to usher in a carbonfreepower system by 2040 and achieve net-zero greenhouse gasemissions by 2050.
