The New England Power Pool Participants Committee Thursday passedthree motions to amend ISO New England’s Energy Security Initiativeproposal that creates new market rules to address regional fuelsecurity challenges. The ISO will file two ESI proposals with federalregulators by April 15.During cold weather periods, most regional natural gas supplies arecommitted to local utilities for residential, commercial and industrialheating. As a result, the market operator has been finding that duringsevere winter weather, many power plants in New England cannotobtain natural gas or other fuels to generate power, according to itsrecently released regional electricity market outlook.
