N.Y. regulators mull big capacity market changes in light of net-zero emissions law

Potential changes to the New York Independent System Operator’s capacity market emerged Friday as market participants commented on how subsidized power generation resources should be treated in order to achieve the state’s ambitious climate goals while maintaining competitive wholesale markets. The New York Public Service Commission initiated a review of state’s resource adequacy programs in August, largely in response to Governor Andrew Cuomo signing the US’ most aggressive climate change program a month earlier.
