BLM starts process leading to leasing of oil-shale, tar-sands lands by 2007

The Bureau of Land Management last week began a process that would lead to leasing of federal lands with oil shale and tar sands deposits in two years. In a Federal Register notice Tuesday, BLM announced its plans to prepare a programmatic environmental impact statement addressing land in Colorado, Utah and Wyoming. The agency's action follows a provision in the Energy Policy Act requiring such leasing by 2007, and comes as high oil prices make oil shale and tar sands more attractive to the oil industry.
