The Electric Reliability Council of Texas Board of Directors on June 28approved rule changes arising from the deadly mid-February winterstorm – changes that affect the prices of energy and ancillary servicessuch as frequency response service.One of the changes, Nodal Protocol Revision Request 1080 limitsthe ancillary service prices to the systemwide offer cap, whichnormally is $9,000/MWh, but which falls to $2,000/MWh when thecumulative profits of a hypothetical gas turbine plant reach $315,000 ina year, such as occurred during this February’s deadly winter storm.
