Rhode Island’s House of Representatives has passed a climate change mitigation bill that includes economy-wide enforceable targets for greenhouse gas emissions reductions that culminate with a net-zero emissions by 2050 mandate. The state House and Senate will work on a final bill that can be sent to Governor Daniel McKee for his signature. Specifically, the bill, passed late March 23, calls for GHG emissions to fall 10% below 1990 levels by 2021, 45% below 1990 levels by 2030, 80% below 1990 levels by 2040, with net-zero emissions by 2050.
