Over the objections of Federal Energy Regulatory Commission Chairman James Danly, the agency approved a settlement enforcement staff reached with NRG Power Marketing to resolve an investigation into certain bids the company submitted and ultimately withdrew ahead of the ISO New England forward capacity auction held in 2017.
