Energy costs in the New York Independent System Operator’s territory fell 22%-38% because of lower natural gas prices and load levels in the third quarter of 2019 compared with the prior year period, according to the market monitor’s state of the market report. “Natural gas prices fell 23% to 31% from the previous year in Eastern New York and both the peak and average load levels fell 5% from the previous year period, Potomac Economics, NYISO’s independent market monitor, said in the quarterly report. Despite lower gas price spreads and load levels, day-ahead transmission congestion revenues were similar to Q3 2018. Congestion fell in New York City by $11 million and on Long Island by $18 million. Lower load levels eased congestion especially on Eastern Long Island and fewer significant transmission outages contributed to reduced New York City congestion, the report said.
