The Federal Energy Regulatory Commission Thursday denied rehearing of its electric storage participation rule, rejecting calls to reconsider its decision to forgo an opt-out mechanism for states. Order 841 (AD16-20, RM16-23), issued last year, directed each regional transmission organization and independent system operator to create market participation rules that recognize the unique physical and operational characteristics of electric storage resources. Thursday’s order on rehearing provided a number of clarifications but notably refused to budge on the contentious issue of whether FERC could mandate wholesale market participation of distributed and behind-the-meter storage resources.
