New Brazilian oil rules face Congressional test

Brazil may hold its first auction of rights to develop its offshore sub-salt region under production-sharing contracts as early as first-half 2010, according to Energy Minister Edison Lobao. Lobao expects the proposed legislation on developing Brazil's sub-salt region to pass the lower house of the Brazilian Congress by November 10 and the Senate to pass it soon after.
