China should make preparations for a national greenhouse gas emissions trading program to help the country meet its domestic emissions intensity targets, according to a report commissioned by the United Nations Development Program, which highlights the "staggering" scale of the energy and climate challenges facing the country, and progress in other areas.rn"Out of this unprecedented economic and social progress significant new challenges have emerged, not least the challenge of balancing further economic development with environmental sustainability, and with the need to respond to the threat of climate change," says the report, released April 15.
