The idea of an Energy Union, although not entirely new, was put firmly on the political agenda by then Polish prime minister Donald Tusk in the Spring of 2014. In the midst of deteriorating relations with Russia and growing concerns about the EU’s rising energy dependence, Tusk proposed that the EU establish an Energy Union as a way of reducing its energy vulnerability and, in particular, rebalancing its energy relations with Russia.
