In winter 2010/2011, when Norway suffered a prolonged cold spell and reservoir levels were well below normal, high electricity prices to households became a major political issue (PIE 592/23, 593/68). This year, after a chilly summer with copious rain filling hydro reservoirs all over the country, Norwegian consumers were expecting power prices to stay low during the winter heating season.
