West European efforts to diversify gas/wind-heavy new build programs with some coal-fired MWs continue to be foiled at almost every turn, undermining hopes that a balanced portfolio can emerge from current investment patterns.The Dutch Council of State's August 24 decision revoking permits for RWE's 1,600-MW Eemshaven plant (see page 1) represents at best a delay for RWE while permits are re-submitted, and at worst a €2.9 billion stranded asset - "not small fry for a €15 billion market cap company," as one German utility analyst said.
