Ukraine: New Momentum For New Model

Ukraine's Cabinet of Ministers issued a decree November 28 defining the terms of implementation for a new power market model. According to the decree, the National Energy Regulating Commission, NERC, and the Ministry of Fuel and Energy must create a generation spot market by 2011 and complete implementation of the new model by 2014.rnUnder the proposed new market model, large consumers would be able to sign contracts directly with producers, bypassing the wholesale market, Energorynok. It is proposed that a system of bilateral contracts be introduced from 2009, though initially on a very limited scale of around 5% of the total market volume, and a balancing market introduced from 2010. Bilateral contracts would be signed between producers and large industrial consumers with relatively flat electricity consumption schedules, such as metal and chemical producers, while smaller industrial and commercial consumers and oblenergos would purchase their powerrnfrom the balancing market.
