Kiev and Moscow appear to have reached an agreement on the price of Russian gas exports to Ukraine for 2012 in a deal that is likely to include creation of a joint venture between the countries' state gas companies that will operate Ukraine's gas transit pipelines and could give Gazprom direct access to Ukraine's gas market. A spokesman for Ukraine's Prime Minister Mykola Azarov said November 16 an agreement would be signed soon. "There is an agreement on gas. Signing of the corresponding documents is expected in the next few days," the spokesman told Platts. Asked if the parties had reached a final agreement or if some unsettled issues remain, the spokesman said: "There are some technical issues that are being worked out".
