Boston's mt. vernon street bustles with the new Edward M. Kennedy Institute for the United States Senate, 200- and 300-unit housing projects, and the expanding University of Massachusetts. The streetscape needed to be rethought, and it has been, aided by the new Boston Complete Streets Design Guidelines. Vineet Gupta, director of policy and planning for the Boston Transportation Department, describes the guidelines as "a moment in time when we consolidated years of experience with some new thinking." Boston has long been a walking-oriented city, he notes, but this 200-page document constitutes a catalogue of best-in-class design interventions for multimodal, green, and technologically advanced streets. In Boston, 56 percent of city-owned lands are in the public right-of-way. This makes "street as space" the largest real estate asset, as Corey Zehngebot, AICP, and Richard Peiser pointed out in "Complete Streets Come of Age" (May 2014).
