It's hard to dismiss the irony. The heads of the biggest oil companies sat in front of a U.S. Senate panel, trying to defend the billions of dollars in profits they raked in during the third quarter. Meanwhile, several thousand miles and time zones away, their representatives continued to meet with Alaskan state officials to iron out the final details standing in the way of a fiscal contract that will ultimately lead to the granddaddy of all pipelines. A $24 billion system, some point out, that could be paid for from those historic profits. So are we on the cusp of the biggest announcement in the industry's history? A qualified "yes" seems to be the answer, based on announcements and information gathered at Ziff Energy's North America Strategies Conference held Oct. 25-26 in Calgary.
