Just days after the 50th anniversary of the nuclear bombing of Hiroshima and Nagasaki, Bill Clinton became the first President to commit the US to negotiate an absolute ban on all nuclear weapons tests. Such a prohibition would rule out the low-yield tests that his and previous Administrations had favored even as they called for a worldwide comprehensive test ban.
