Farm plaintiffs say CWA does not allow EPA to allocate total load of pollutants among point and nonpoint sources

The American Farm Burau, Pennsylvania Farm Bureau and other agricultural groups contended on Oct. 17 that the Clean Water Act (CWA) does not allow the U.S. Environmental Protection Agency to allocate total load among point and nonpoint sources with respect to the Final Chesapeake Bay Total Maximum Daily Load (TMDL). The case is in federal court for the Middle DX=istrict of Pennsylvania.
