Laurel Mountain Midstream Operating LLC contended on April 26 that the Department of Environmental Protection should not aggregate emissions from 73 contiguous and adjacent well sites when granting Air Quality Plan Approval to construct and operate its Shamrock Compressor Station in Fayette County with respect to natural gas drilling in the Marcellus shale.In an appeal before the Environmental Hearing Board, Group Against Smog and Pollution (GASP) contends the decision to grant plan approval was inappropriate and not in conformance with the law because there are facts that indicate that the 73 other emissions should have been aggregated with the emissions from Shamrock.
