U.S. Judge Joy Flowers Conti of the Western District of Pennsylvania affirmed on March 30 the preemptive effect of Comprehensive Environmental Response, Compensation and Liability Act on Trinity Industries Inc.'s state-law claim for contribution with respect to contamination of the South Plant in Greenville.
