It would be a mistake to blame market liberalisation in itself for the blackouts that occurred in Europe during 2003. However, the twin process of liberalising electricity markets and integrating them into a single EL) market has undoubtedly altered the practical framework within which a secure electricity supply must continue to be provided and therefore measures to adapt the technical, organisational and functional environment to the new challenges can and should be defined via an intensive dialogue among all players, the report underlines.
