Modeling the impact of security and disaster response on cargo operations

摘要

The number of containers and sailors arriving at US ports being substantially large, it poses a serious security threat. In addition, military cargo shipped through these ports is voluminous and is of strategic concern. At present, high risk shipments are subjected to more serious security measures compared to commercial cargo. All high-risk inward cargo and 100% of the outward cargo are subjected inspection now. However, no effort has been taken to study the impact of these security measures at the entry and exit ports. This study uses the port at Hampton Road, Virginia since it handles the third largest number of containers on the east coast of the Unites States. Also it is a major navy port and commercial port operations tend to interrupt naval operations. This paper focuses on the impact of on cargo throughput, of strategies and technologies used in the port for enhanced security. This study is carried out using simulation of prevention and reaction to disrupting events. (51 refs.)
