The relationships among funding agencies, publishers, libraries, and the research public are filled with both tension and a search for balance. Financially, the United States government funds approximately $1.5 billion per year in R&D. This investment represents taxpayer dollars, yet the taxpayer has traditionally faced a paywall when accessing the results of these investments. Publisher payment systems intervene.
