A strength and a weakness of the World Wide Web's client/server approach is that there is no formal, universal style laid down for the tags defined by HTML, the underlying language of the Web. How they appear depends on how the browser you are using interprets them. The problem becomes that some documents are so tag-heavy, lesser browsers can't cope; or the designers of a page were so caught up with (say) Netscape 2.0 that they quite forgot to make the page legible to a browser from (say) Internet Explorer. HTML was intentionally designed as a simple language that valued the structure of a document over its presentation, but such is the commercial interest in the Web that now enhanced presentations are called for. Under these circumstances the Web cannot afford a multiplicity of styles and browsers.
