EPA says marketers must install more vapor control equipment

EPA has issued a final rule that will require gasoline marketers to install Stage I vapor control systems at all facilities that dispense more than 100,000 gals/mo by December 2010.rnUnlike Stage II systems that are required only to prevent evaporation of gasoline during the refueling of vehicles in designated "non-attainment areas," the Stage I requirements apply nationwide and require vapor balancing systems between the storage tank and the tank truck when loads are delivered to the retail location, says the National Assn. of Truck Stop Operators. Additionally, retailers with a monthly throughput of 10,000 gals or more will be required to use submerged fill pipes during loading.rnEPA also wants marketers with small bulk plants to install vapor recovery systems at their loading racks. They will have to use submerged fill pipes when loading storage tanks at bulk plants and will be required to do routine checks for leaks and take other steps to prevent the evaporation of gasoline. Similar requirements are imposed on bulk terminals.
