Court ruling on emissions monitoring could cost refiners dearly

Refiners will likely fight a sweeping appeals court decision that could subject them to stricter operating permits and cost them a bundle. The Court for the District of Columbia Circuit on Aug. 19 overturned a federal rule that said states could not impose more stringent emissions monitoring standards in operating permits they issue to refiners. The "umbrella" permits are designed to gather all federal requirements that a refiner must meet in one place, but the court sided in a 2-1 decision with environmentalists who argued that the federal requirements were not strict enough.
