Retailers race to get right to bid on Shell stations before market is sold

Retailers are trying to rush bills through two state legislatures that would force major oil companies to offer them first refusal rights before they sell their stations to jobbers. The effort comes as Shell puts up for sale its direct stations in Maryland, Virginia and Washington, D.C. It is expected to conclude a deal on the units well before year's end.
