Shell says it expects to have ethanol-blended gasoline available in Tampa and Port Everglades in the second quarter this year. However, what happens later in the year will depend largely on what Florida regulators do about the state's current fuel specs. Shell says that existing Florida rules require either a CBOB or another specialized base fuel year-round for ethanol blending. New draft regulations the state is proposing may provide some flexibility for base fuel during the summer, but it is still unclear whether a boutique fuel will be required in winter months to comply with the final rules.
