An influx of offshore support vessels (OSVs) from Southeast Asia has severely impacted charter rates and utilisation in the Middle East. In recent tender rounds, owners from outside the region have offered OSVs at knock-down rates that many feel is unsustainable in the long run. At the 2016 Annual Offshore Support Journal Conference, Awards & Exhibition, top executives from Middle East-based owners, including Topaz Energy and Marine, Zamil Offshore and Halul Offshore, said Asian companies had undercut them to secure long-term contracts.
