The Practice of Fishing Entities in Regional Fisheries Management Organizations: The Case of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean

摘要

The adoption of the Convention for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific (WCPF Convention) in September 2000 marked the beginning of a new era in international fisheries management. This article provides a commentary on the negotiations which led to the conclusion of the relevant provisions of the WCPF Convention and discusses the legal basis for the participation of Taiwan in the Convention. The conclusion drawn is that the WCPF Convention is a powerful precedent for the progressive integration of Taiwan, as a major fishing entity, into the global system of regional fisheries management.
