HSE has issued guidance on changes to the law that remove 1.7 million self-employed people in low-risk occupations from their statutory health and safety duties. There is no change for millions of other self-employed people in high-risk occupations, who will continue to have health and safety duties towards members of the public and other workers. The changes, which came into force on 1 October, mean that those self-employed people in low-risk occupations - where their work activity does not affect the health and safety of other workers or members of the public - are now outside the scope of UK health and safety legislation.
