Lord Young of Graffham has published the findings of his review of health and safety laws1. He concludes that businesses now operate their H&S policies in a climate of fear and that 'no win, no fee' litigation is fuelling the growth of a compensation culture. Young says some health and safety consultants are feeding this climate of fear because they are taking an overzealous approach to applying H&S regulations.'They employ a goal of eliminating all risk from the workplace instead of setting out the rational, proportionate approach that the Health and Safety at Work etc Act 1974 demands,'he writes.
