A former arms control negotiator and head of the National Nuclear Security Administration cast serious doubt on the Obama Administration's plans to complete negotiations on a replacement to the Strategic Arms Reduction Treaty with Russia before it expires Dec. 5, suggesting that several time-consuming issues could delay the ambitious timetable. But Linton Brooks, who helped negotiate the first START treaty with Russia in the late 1980s and early 1990s, said the Administration shouldn't have trouble bridging the gap between the treaty's expiration and the completion of negotiations. "It is going to be very difficult to complete [a] new treaty by the end of the year," Brooks said at an event sponsored by the Arms Control Association last week.
