NNSA CHANGES Y-12/PX RFP TO ALLOW FOREIGN NATIONALS AS KEY PERSONNEL

In what appears to be a first for the National Nuclear Security Administration, companies will be allowed to bid foreign nationals as part of the management team for the agency's combined Y-12 National Security Com-plex/Pantex Plant contract. The agency has previously not allowed foreign nationals to be key personnel on its NNSA M&O production contracts, but the Source Evaluation Board for the procurement said this week that language in the final Request for Proposals for the contract would be modified to allow companies to bid foreign nationals as long as they "can be granted access to nuclear weapons data following the procedures in DOE [Order] 452.8," which governs clearances. NNSA spokesman Josh McConaha told NW&MMonitor that "more than one company" asked if the foreign nationals could be bid as key personnel during one-on-one meetings and in comments on the draft RFP earlier this year and the agency determined it was allowable after a legal review was performed.
