A quicker solution

I really have a problem with "cap and trade." I have a letter from Sen. Dianne Feinstein (D., Calif.) that states in part that by 2050, carbon dioxide emissions would be reduced 65 percent below 2005 levels. But her letter fails to say specifically how this reduction would be achieved. And quite frankly, I'm extremely skeptical about anything that's promised more than 40 years in the future. For example, who will check to see if that reduction is achieved, and what will be done if it isn't achieved?
