COL application advances through approval process

In March, an Atomic Safety and Licensing Board (ASLB) denied two new contentions regarding Progress Energy's application for combined construction and operating licenses (COL) for two power reactors at a greenfield site in Levy County, Fla. This leaves three admitted contentions from in-tervenors yet to be litigated. As the month ended, the Nuclear Regulatory Commission began publishing advanced safety evaluations with no open items for what will become the safety evaluation report, five chapters of which have been completed thus far. The NRC issued the draft environmental impact statement for Levy-1 and -2 last August, and the new contentions were based on what the intervenors (three citizen organizations) saw as insufficiencies in low-level waste management at the site, and freshwater impacts from the placement of the plant's cooling water intake on the Cross-Florida Barge Canal.
