Southern Nuclear Operating Company's Vogtle-3 and -4 are the first of the Wes-tinghouse-design AP1000 pressurized water reactors in the queue for combined construction and operating licenses (COL), and under the Nuclear Regulatory Commission's design-centered approach to the licensing of standard-design reactors, this makes Vogtle the reference COL application (R-COL). The other six AP1000 licensing candidates are thus considered subsequent COL applications (S-COL). The technical reviews for most of the S-COLs are well behind Vogtle's, but one S-COL-for the second and third reactors at the Summer sie in South Carolina-is almost even with Vogtle, with two key matters having been addressed by the NRC staff in November.
