New nuclear accord signed with Russia

Finland has signed an intergovernmental nuclear cooperation agreement with Russia that provides the legal basis for joint nuclear activities, including the recent deal for the supply of a Russian nuclear plant to Finland's Fen-novoima (NN, Feb. 2014, p. 34). The two countries have not had an equivalent agreement in place since 2004, when their previous nuclear cooperation accord expired. Collaboration in the nuclear field, therefore, has been taking place without a legal treaty framework, according to a statement by Finland's Ministry of Employment and the Economy. The latest agreement was signed on February 25 in Helsinki by Jan Va-paavuori, Finland's minister of economic affairs, and Sergei Kiriyenko, the head of Rosatom, Russia's federal nuclear energy corporation.
