A house vote on export-import bank reauthorization was assured on October 9, when a discharge petition filed by Rep. Stephen Fincher (R., Tenn.) calling for a vote on the matter received the required 218 signatures. (A discharge petition is a not-often-successful procedural move to bring legislation to the floor for consideration, usually over the opposition of the leadership.) More than 40 GOP supporters of the Ex-Im Bank joined Democrats in signing the petition. "This is plain and simple-jobs, jobs, jobs," Fincher said. "We have started the process, and we will finish."
