Nuclear Innovation North America's (NINA) proposed third and fourth reactors at the South Texas site have emerged from the Nuclear Regulatory Commission's technical review process, and now only the mandatory hearing by the commissioners remains to be completed for this proceeding to be closed with the NRC's fourth issuance of combined operating licenses (COL). The staff's work ended with the issuance on September 29 of the final safety evaluation report, which states the acceptability of the two 1,350-MWe Toshiba ABWR boiling water reactors that would be built at the site near Palacios, Texas, where two pressurized water reactors are now operating. The word "would" is significant here, because even if COLs are issued, NINA can add new generating capacity only if it obtains outside financial backing.
