It wouldn't happen here

In the article titled Japan's safety response (see NEI January 2007, p12), Julian Ryall provided an insightful analysis of the current state of the safety culture of Japan's nuclear industry. It was not a comforting picture, nor was it a totally unfamiliar one. It is certainly true that national cultural characteristics and traditions will inform the safely culture of that country's institutions. It is also true that those institutions which are part of an international community, such as the nuclear industry, will also share common characteristics, though the manifestation of those characteristics may be coloured by national cultural tradition.
