Exelon Nuclear is looking to change its choice of reactor design for its proposed Victoria County nuclear power plant in Texas to help maximise its chances of securing federal loan guarantees. GE-Hitachi's Economic Simplified Boiling Water (ESBWR) was selected as the preferred technology for the two-unit Texas site in November 2007, and Exelon submitted a combined construction and operating licence (COL) application referencing the design to the US Nuclear Regulatory Commission (NRC) in September 2008. However, the ESBWR has yet to receive NRC design certification and Exelon now says that the reactor is in too early a design phase to maximise its chances of securing the federal loan guarantees that it sees as essential for financing a new build project.
